日本の内需停滞、特に消費の伸び悩みと住宅投資の落ち込みが懸念される。６月２０日に施行された改正建築基準法が住宅投資へ与えた悪影響は広く認識されていたが、個別構築物や関連業界への影響度合は十分認識されていない。９月の新設住宅着工戸数は前年同月比４４％減。分譲マンションが７４．８％も落ち込んだのに対し、持家は２１．６％減と相対的に落ち込み度合が小さく、階層が高い建物ほど悪影響が大きい。１１月中に改正法の施行規則が緩和されて、構造や防火に関わる設計部分も窓や扉の位置、間仕切りなど構造上の性能などが低下しなければ再申請を求めず、完成後の検査などでチェック可能になると報じられた。この緩和措置がある程度奏功し、新設住宅着工戸数の減少率が９月底になったとしても、建築許可のプロセスがさらに緩和されなければ、本格回復には時間を要しよう。住宅投資への依存度が高い関連業界への悪影響が月次統計に出始めた。９月に生コン出荷量は前年同月比１３．５％減、セメントの国内販売量は同１１．１％減、アルミ圧延品の出荷量は同１５．４％減、塩ビの国内出荷は同１１．０％減となった。積水化学や住生活Ｇなどは通期業績予想の下方修正を行った。鉄スクラップ価格が下落し、条鋼類の在庫が増え始めた。９月に鉄鋼株の下落は、中国のバブル崩壊懸念に伴う市況関連株の利食いに加えて、鉄鋼需要の３割強が建設向けであることが懸念された。住宅投資はＧＤＰの３．５％を占めるに過ぎないが、生産誘発効果が１．５－４．９倍あるとされる。建設投資は設備投資のうち約３割を占めるため、設備投資への悪影響もある。１３日に発表される７－９月の実質ＧＤＰは、住宅投資が前期比９％程度減少するものの、外需増加が内需減少を相殺して、民間予測平均で前期比０．５％のプラス成長が予想されている。１０－１２月も住宅投資減少によるＧＤＰへの悪影響が避けられない。
